Leroy Paul Wolf Collar is a member of Siksika Nation. He was raised on the Siksika Nation reserve by his great grandparents. He speaks fluent Blackfoot and is familiar with the Blackfoot culture. Leroy has 30 plus years of Leadership, Management and Governance experience and expertise which he gained as a former Chief, Councillor, Manager, and Consultant. He served the Siksika Nation government as a former Chief and Councillor from 1993 to 2010.
Leroy has a Bachelor of Arts in Native American Studies from the University of Lethbridge and has completed numerous management and leadership certificates from Mount Royal University and the Banff Centre’s Aboriginal Leadership and Management Development Program. Leroy is currently in his second year in the Master of Education at the University of Calgary Werklund School of Education Interdisciplinary Studies Poo’miikapi: Niitsitapi Approaches to Wellness.
In 2008, Leroy was the recipient of a 2008 Leadership Award presented by Aboriginal Role Models of Alberta. The award is in recognition of his years in leadership, management and governance and serving as a role model to the Indigenous community. In 2009, and 2010, under Leroy’s leadership as Chief of Siksika Nation, his community was recognized two years in a row for Good Governance, an award promoted by the Frontier Centre for Public Policy.
In January 2020, Leroy published his first book titled, ‘First Nations Self-Government, 17 Roadblocks to Self-Determination, and One Chief’s Thoughts on Solutions’.
